I stopped down at the Root River Steelhead Facility in Racine, Wisconsin at Lincoln Park with my DJI Drone and saw a bunch of fish spawn activity and a fair amount of people fishing. Constructed by the Wisconsin DNR and the Salmon Unlimited group in 1992 - 1993. This site serves as Wisconsin's primary source for steelhead (rainbow trout) eggs and brood stock, while acting as a backup collection point for other salmon and trout species. The facility also enables DNR biologists to gather information on the overall health of the fish, growth rates, migration patterns and other important data about the fishery. Pretty cool place if you're in the area or visiting in October - Nov. check it out.
